“Development without displacement” at this prominent location in Upham’s Corner, including restoration of its existing mixed-use building (known as “Fox Hall”) and residential development at a vacant portion of the Project Site. The project would retain and support the existing ground floor retailers and upgrade the Single Room Occupancy (“SRO”) program on the upper levels of the existing Fox Hall building, by carefully restoring and adding a new four (4) to six (6) story residential building of approximately 69,089 gross square feet at the rear surface lot (the “Proposed Project”). The additional building and subsequent renovation of the existing building would create 72 new residential units, 100% of which will be deed-restricted for a variety of income levels in a true mixed-income program. The existing SRO tenants at the Fox Hall building will be upgraded to larger studio apartments in the new building (without displacement). On-site parking for 24 vehicles and bicycle storage will be created in the garage level of the new building, with new pedestrian connectivity and public realm upgrades.
Situated in the center of Upham’s Corner and across from the Strand Theatre, the Project Site consists of approximately 20,159 square feet of land at the intersection of Arion Street, with the Fox Hall building along Columbia Road and a large surface lot at its rear. Dating back to the late 1800’s, Fox Hall is a multi-story brick structure with a neighborhood café and service retail space on the ground floor and 15 income-restricted SRO units above. The Project Site is within a short walk of numerous public transportation outlets in the area, including the MBTA’s Uphams
Corner Commuter Rail Station and its Bus Routes 15 and 41, and surrounded by a vibrant and emerging arts, culture and business district. The context of the immediate area is also well-suited for the scale and scope of the Proposed Project, its design-forward architecture, enhanced uses, pedestrian and public realm upgrades. Consistent with the policy goals of Mayor Walsh’s updated 2030 Housing Plan, the Proponent’s residential program will provide a robust variety of deed-restricted housing in a community-based development. All of its residential units will be income-restricted for a range of families and individual earners, from 30% to 100% of Average Median Income (“AMI”).
